Dr. Hossam Abdel Ghaffar, the official spokesperson for the Ministry of Health and Population of the Arab Republic of Egypt, confirmed that the eligible groups for obtaining the Integrated Services Card include various cases of special needs, such as amputation of one or more limbs, quadriplegia or cerebral palsy, muscle atrophy, poliomyelitis in one limb, blindness, multiple special needs, Down syndrome, intellectual special needs with an IQ not exceeding 35%, autism spectrum disorder, and dwarfism.
He added that the ministry conducted the necessary medical examinations for 22,155 citizens who applied to benefit from the “Takaful and Karama” program, in addition to examining 9,110 citizens who applied for specially equipped cars for individuals with special needs, which are exempt from taxes and customs duties.
The Ministry of Health and Population had announced that more than 20,610 citizens who applied for the Integrated Services Card were examined and evaluated in January across all governorates. These efforts are in line with President Abdel Fattah El-Sisi’s directives to support and empower individuals with special needs and enhance their full integration into society.

This includes hospitals affiliated with the ministry, university hospitals, and armed forces and police hospitals, aiming to facilitate procedures and provide the necessary medical coverage in various governorates.
