The National Permanent Committee for Report Preparation and Follow-up on Human Rights Recommendations held its first meeting of 2025, chaired by Assistant Foreign Minister for Human Rights Affairs, Ambassador Sheikha Jawaher Al-Duaij, at the Ministry of Foreign Affairs headquarters to monitor the implementation of its international obligations and strengthen its approach in this regard.
The committee reviewed the key achievements made over the past year, reflecting Kuwait’s fulfillment of its international commitments, especially within the framework of its second year as a member of the Human Rights Council. This included the discussion of the sixth periodic national report on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).
The meeting also discussed the fourth periodic report on the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) and the submission of the fourth national report on progress regarding the Beijing Declaration and Platform for Action after 30 years.
The third cumulative report monitoring the progress in implementing the regional strategy for protecting Arab women (Women, Peace, and Security and Security Council Resolution 1325) was also submitted, as well as the report answering questions from the U.S. Congress about the human rights situation in Kuwait. Additionally, the fourth periodic national report for the Universal Periodic Review (UPR) mechanism and the second periodic national report for the Arab Charter on Human Rights were prepared, along with the U.S. Department of State report on combating human trafficking.
The committee discussed its work program for 2025, including preparing and presenting its fourth Universal Periodic Review report, which highlights efforts to promote and protect human rights in line with the “New Kuwait 2035” vision and reinforces its role in supporting human rights.
In the context of strengthening cooperation with civil society institutions, the committee held a meeting with representatives of human rights actors, recognizing the importance of partnership between the government and civil society in implementing international commitments, particularly those related to protecting the rights of women, children, and individuals with special needs.
The meeting also discussed proposals for training workshops and activities planned for this year as part of Kuwait’s commitment to developing national capacities and supporting efforts in the field of human rights.
In her speech during the meeting, Sheikha Jawaher Al-Duaij emphasized that this meeting represents a crucial step in enhancing cooperation between the government and civil society, reaffirming Kuwait’s commitment to fulfilling its international obligations and promoting human rights at all levels.
She explained that this meeting continues a series of meetings held by the committee during 2024, reaffirming its approach based on cooperation and partnership with various relevant parties.
Representatives of civil society institutions expressed their appreciation for the efforts of the National Committee for Report Preparation and Follow-up on Human Rights Recommendations in involving them and emphasizing the importance of integrating government and civil society efforts to achieve tangible progress in the field of human rights. They affirmed that this cooperation reflects Kuwait’s commitment to enhancing transparency and community participation.
