In an effort to accelerate the completion of construction projects and reflecting a commitment to developing educational facilities and enhancing the learning environment for individuals with special needs, the Ministry of Education announced the official approval of the estimated cost for the construction, completion, and maintenance of the Al-Aqila Special Needs Schools Complex at a value of 149,028,970 dinars. This project, in collaboration with the Ministries of Finance and Public Works, is set to proceed with the necessary steps for implementation to ensure the project is completed to the highest standards.
On this occasion, Minister of Education Eng. Saij Jalal Al-Tabtabai emphasized his dedication to cooperating with all relevant government agencies to complete developmental projects related to the Ministry of Education. This is part of the ministry’s commitment to developing the educational environment and achieving sustainable development goals, aligning with Kuwait’s vision of enhancing the quality of education and providing an integrated educational environment that meets the needs of students and teachers.
Al-Tabtabai pointed out that the Ministry of Education is working on preparing a comprehensive future operational plan, including the provision of specialized human resources and the necessary technical equipment to ensure the best possible operation of the complex. These efforts aim to provide a modern educational environment for students with special needs, adhering to the highest engineering and technical standards, contributing to achieving educational equality for all groups.
He mentioned that the Al-Aqila Schools Complex project is part of a plan to establish three new educational complexes dedicated to special needs schools, which will be implemented in the areas of Al-Aqila, Jahra, and Hawalli. The goal is to meet the growing needs of this group and ensure they receive education in an appropriate environment that caters to their specific requirements.
Al-Tabtabai explained that these complexes will include fully equipped educational facilities with the latest technologies, providing advanced educational services. These will include modern classrooms, laboratories, and support facilities that help achieve a comprehensive educational experience for students with special needs, in accordance with the best international standards.
The minister also emphasized that the project aims to provide a safe and comfortable educational environment that meets the needs of students with special needs, enhancing their learning opportunities through the integration of assistive technology in the educational process. This will enable them to overcome challenges they may face and enhance their independence and ability to learn and interact with society.
The minister highlighted the importance of developing sports and arts programs aimed at students with special needs, as these play a vital role in improving their quality of life, enhancing their skills and abilities, and enabling them to participate actively in society. This is achieved through the use of the latest therapeutic and rehabilitative programs that keep pace with modern developments in this field.

It is worth noting that the three special needs educational complexes planned for construction will include specialized buildings for teaching various special needs, including deaf and mute individuals, those with mobility impairments, Down syndrome, autism, and speech difficulties.
Additionally, they will have therapeutic facilities such as physical therapy rooms, swimming pools, and multipurpose gyms. The complexes will also contain training workshops, libraries, modern educational laboratories, and theaters equipped with advanced technologies, contributing to providing a comprehensive educational environment that meets the needs of students with special needs and caters to all their requirements with maximum capacity.
