The Special Needs Association (under establishment) presented six urgent demands to the government regarding the special needs vehicles at the ports. They also provided proposals for releasing the vehicles in a way that ensures the state’s rights in delivering support to its rightful recipients.
6 Urgent Demands from the Special Needs Association to the Government
The demands of the Special Needs Association to the government regarding the special needs vehicles at the ports are as follows:
First, vehicles officially imported from abroad:
Set a date for the release of the vehicles soon, considering the circumstances of special needs individuals.
Release vehicles that were imported before the issuance of Prime Minister’s Decree No. 3500 of 2024, dated October 20, 2024, according to the executive regulations of the Law on the Rights of Persons with Disabilities issued by the Prime Minister’s Decree No. 2733 of 2018, Article 75.
Exempt these vehicles from ground fees or fines as most special needs importers cannot afford these amounts. Exclude expired customs exemption letters and service cards from the renewal requirement upon vehicle release and licensing.
Allow first-degree relatives to drive the vehicle without the presence of the special needs individual for essential needs, such as avoiding long waits at rehabilitation centers, calling for medical support, and performing regular vehicle maintenance.
Vehicles contracted through free zones and investment:
Provide proof of contract validity before the issuance of Prime Minister’s Decree No. 3500 of 2024, dated October 20, 2024, to release the vehicles according to the executive regulations of the Law on the Rights of Persons with Disabilities issued by the Prime Minister’s Decree No. 2733 of 2018, Article 75, and apply the remaining terms for nominal vehicles.
