In its regular session chaired by Abdullah Al-Mahri, the Municipal Council approved the recommendation of the Committee for Special Needs to implement the “Kuwait Code” for all buildings and facilities serving individuals with special needs. The municipality has been tasked with studying penalties for non-compliance with the code.
The council rejected the request from the Educational Association to use a vacant plot in Salmiya as its headquarters.
Details of the session are as follows:
The session was opened by Municipal Council Chairman Abdullah Al-Mahri at 10:00 AM.
The council approved the minutes of the 12th meeting of the third session of the 13th legislative term of the Municipal Council, dated February 10, 2025.
The council rejected the request from the Kuwaiti Association for the Development of the Educational System to use an unused plot in Salmiya as its headquarters.
The council approved the request from the Amiri Diwan to allocate part of Hind Intermediate School for Girls in Jabriya.
The council approved the request from the Ministry of Electricity, Water, and Renewable Energy to allocate a site for the secondary transformer station No. 1 in Jabriya, block 10.
The council adopted the recommendations of the Committee for Special Needs, which include the following:
Organizing introductory courses on the “Kuwait Code” for accessibility in accordance with the general design for relevant government agencies.
Notifying the Federation of Engineering Offices and Consulting Houses to disseminate the “Kuwait Code” for accessibility in accordance with the general design to engineering offices and consulting houses.
Training engineers, architects, and specialists to apply the “Kuwait Code” for accessibility in accordance with the general design.
Generalizing Ministerial Decree No. 696 of 2024 for the implementation of the “Kuwait Code” for accessibility in accordance with the general design to all public-use buildings and facilities, by directing the relevant government agencies.
Tasking the municipality with studying penalties for non-compliance with the “Kuwait Code” for accessibility in accordance with the general design, and submitting them to the Municipal Council for review and inclusion in the building regulations.
The council gave final approval to reorganize part of plot No. 3 in the Sharq area, consisting of the remaining part of a property.
The council referred the proposal by member Abdullah Al-Anzi to allocate a site for the construction of a high flagpole for the Kuwaiti flag to the executive body.
Member Nasser Al-Jadaan requested discussion of his question regarding the status of private schools in the Salwa area, where Acting Director of the Legal Department Hussein Al-Ajmi confirmed that “our reference in determining violations is the law, and therefore, violators must be confronted with their violations,” noting that the Audit Bureau directed the municipality that it loses many cases due to its procedures.
The council agreed to refer the question to the Hawalli Governorate Committee to continue discussing the question with the participation of the relevant municipal departments.
The council approved, under new business, the request from the Ministry of Islamic Affairs to allocate a mosque and parking spaces in the Scrap Nuaimi area.
