Speaker of the House of Representatives, Ahmed Al-Muslim, referred a proposed law granting one parent of a child with special needs the right to early voluntary retirement. According to the proposal submitted by MP Mohammed Al-Ahmed, a new article will be added to the Social Insurance Law issued by Decree-Law No. 24 of 1976, stating: “The Minister of Finance shall issue the necessary decisions to allow one parent of a person with severe special needs to retire early voluntarily, according to the regulations and conditions specified.”
In the explanatory memorandum, Al-Ahmed explained: “This amendment supports families caring for individuals with severe special needs, as one parent usually bears the full responsibility of their care.”
The proposal aims to grant one parent the right to early voluntary retirement, ensuring a stable family environment and appropriate care for the special needs individual. The Minister of Finance is tasked with issuing the necessary decisions to regulate this procedure according to regulations that achieve justice and balance between the family’s needs and the objectives of the social insurance system.
